2. At the outset, learned counsel for the State submits that the present writ petition has become infructuous in light of judgment of the Hon'ble Division of this Court dated 13.10.2023, passed in C.W.J.C.No. 15060 of 2019 and other analogous writ petitions.

3. Learned counsel for the petitioner does not controvert the aforesaid position of law.
