We dispose of the present writ petition with a direction to the concerned Certificate Officer to decide all the issues pending before him under Section 9 of the Bihar and Orissa Public Demands Recovery Act, 1914 including the preliminary objections and pass a final order under Section 10 of the Bihar and Orissa Public Demands Recovery Act, 1914 expeditiously.
