Same has been preferred against the order dated 5.12.2015 passed by District Programme Officer, Sitamarhi.

Short submission of counsel for the petitioner is that Appeal no. 03/2016 which has been preferred before the Divisional Commissioner, Muzaffarpur has been kept pending for the last about four years.
