2. The petitioner has prayed for grant of the following reliefs:

(i) to issue a writ of mandamous or any other writ or writs, direction or directions, commanding upon the respondents to stay the proposed bid with regard to Madhuban Deokulia Path, Madhuban Malang Chowk,

2/4 P.S & Anchal- Madhuban, in the District of East Champaran for which Advertisement No. P.R No.

016334(B & C) 2023-24, issued under the signature of D.D.C -cumChief Executive Officer, Zila Parishad, DistrictEast Champaran. A Copy of which is annexed as Annexure-2 to this writ application fixing date for bid on 09.02.24, 10.02.24, 15.02.24, 20.02.24, 27.02.24, 01.03.24, 05.03.24, 11.03.24, 15.03.24, 21.03.24 and 30.03.24 by the said advertisement the respondent has given at Sl. No. 68 regarding bid of Taxi stand of Madhuban, Deokulia Path, Madhuban Malang Chowk, without giving specification of the land regarding construction of Taxi stand;

(ii) to pass any such other order or

3/4 orders as this Hon'ble Court thinks fit & proper under the facts & circumstances of this case.

3. A counter affidavit of respondent nos. 4 to 6 (Zila Parishad, East Champaran) is on record and learned counsel for the Zila Parishad took this Court to paragraphs 10 and 11 to show that it has issued the advertisement and process already stands completed.

4. Learned counsel for the petitioner disputes and submits that everything is being done behind the back of the public. He submits that he will be filing RTI for all the information.

5. The Right to Information Act gives power to every individual/citizen to know about the steps/process taken up by the government relating to the government functioning and if the petitioner seeks RTI, the same is appreciable.

6. So far as this petition is concerned, in view of the categorical statement made by the learned counsel for the respondent, nothing remains.

7. It is expected that the Auto Stand will come up at an earliest and which beside having parking facility for the Autos, must have their resting facilities as also the washroom

4/4 there for the benefits of the auto drivers.

8. The writ petition stands disposed of.
