JUSTICE ARVIND SINGH CHANDEL ORAL ORDER 07-04-2025 After argued at length, the learned counsel for the petitioner seeks permission to withdraw this writ petition with liberty to file a fresh representation raising all the grounds which are raised in the petition before the concerned respondents.

On the request of learned counsel for the petitioner, this petition is disposed of reserving liberty to the petitioner to make a fresh representation raising all the grounds as raised in the petition before the respondent No.6 i.e. The Director Administration, Bihar Agriculture University, Sabour, Bhagalpur within thirty (30) days from today and in turn, the concerned respondent is directed to consider and decide the same in accordance with the relevant Rules and law and further in light of the order contained in Memo No. 657 dated 02.01.2015 (AnnexureP/8) passed by the Assistant Controller, Bihar Agriculture University, Sabour along with the Sankalp No. 1548 dated 27.06.2011 issued by the Finance Department, Government of Bihar and also other relevant office orders/Circulars passed by the competent authority and pass a reasoned
