2. Learned counsel for the petitioner appears and submits that the petitioner's counsel could not be present in the Court on the day when the matter was taken up and dismissed on the ground of delay and laches as the petitioner had approached this Court after an inordinate delay of more than three years since passing of the impugned order.

3. Having heard learned counsel for the petitioner, this Court is not inclined to interfere in the matter. The
