We have taken up this matter as a mention was made that today is the last day for filling up of the application forms. The issue raised by the petitioners has already been considered in the case of Deo Narayan Prasad Vs. The High Court of Judicature at Patna and Anr. by us in the judgment delivered on 14th February, 2019 in C.W.J.C. No. 2854 of 2019. In view of the conclusions drawn therein, there is no scope for review of the said decision in this writ petition or for taking any other different view. The writ petition stands rejected.
