JUSTICE JYOTI SARAN ORAL JUDGMENT Date: 07-03-2017 Heard Mr. Amarendra Kumar, learned counsel for the petitioner and Mr. Lalit Kishore, learned counsel for the BPSC.

Although the submission made by Mr. Kumar learned counsel for the petitioner as regarding the marks awarded to the petitioner as against question No.7 would reflect some concern, but considering that the results of the examination was published way back in 2013 and even the information relied upon by the petitioner was handed over to him by the Public Information Officer, Bihar Public Service Commission as back as on 31.12.2013 and it has taken almost 3 years for the petitioner to come before this Court, I am not persuaded to exercise my discretionary jurisdiction at such belated stage. The petitioner himself has to be blamed for the laches and delayed action. The writ petition is disposed of.
