The grievance of the petitioners in the present writ petition is non-consideration of the letters issued by the Director, Primary Education as contained in Annexures 3 and 4. Counsel for the petitioners submits that in terms of Annexures 3 and 4, physical trained teachers are also entitled to be considered for being posted as Incharge Headmaster.
