Having heard learned counsel for the parties, we are not inclined to go into the matter of the tender process initiated by the State Government for the said purpose. A person aggrieved in the matter of processing of tender and who is interested in participating in the process of tender may have a right to seek indulgence by filing a petition as an aggrieved person but in Public Interest Litigation at the instance of a person like the petitioner, we are not inclined to go into various issues involved in the matter.
