2. The petitioner, who states to have retired on 31.10.2005 from the post of Assistant Teacher, has filed this writ petition in the year 2023 praying for a direction to the respondent authorities to grant the petitioner promotional benefits from the scale of Grade-2 to Grade-3.

3. Since, the writ petition has been filed after about 18 years from the date of retirement of the petitioner from service, I find that there has been an inordinate delay on the part of the petitioner in approaching this Court.

4. Accordingly, the writ petition is hereby dismissed on the ground of delay and laches.
