Learned counsel for the petitioners submits that the petitioners' case is squarely covered by C.W.J.C. No.24678 of 2019 (Kumar Shivajee & Ors vs. The State of Bihar & Ors. and other analogous cases), which was passed in terms of the order passed in L.P.A. No.167 of 2016 dated 23.06.2017, subject to the final outcome of Civil Review No.236 of 2019. 3.

Learned counsel for the petitioners further submits that petitioners have already filed representation before the R.D.D.E, Patna (respondent no.3) vide annexure-8 of the writ application.

Learned counsel for the State submits that in this writ application, issues are same as that of issues involved in CWJC No.24678 of 2019.
