2. The instant writ application has been filed for commanding the respondents concerned to promote the petitioner to the post of University Professor in B.N. Mandal University, Madhepura.

3. Learned counsel for the petitioner submits that upon acquiring the requisite eligibility for the post of University Professor, the petitioner applied for promotion by submitting a duly filled-up form on 21.02.2024 before the Vice-Chancellor,

Mandal University, along with all necessary documents, for promotion from Associate Professor (Academic Level 13-A) to Professor (Academic Level-14), but his case was not approved. Thereafter, the petitioner submitted a representation on 08.07.2025 before the Vice-Chancellor, B.N. Mandal University, requesting consideration of his application for promotion, but the same has not been considered till date.

4. It is next submitted that the petitioner is eligible for promotion to the post of University Professor as per the eligibility criteria for C.A.S. Promotion (2018) issued by B.N. Mandal University, and that he fulfills all the criteria, however, for unexplained reasons, his case has not been considered.

5. On the other hand, learned counsel for B.N. Mandal University submits that an appropriate representation in the prescribed format has already been submitted by the petitioner and, in such circumstances, appropriate directions may be issued for consideration of the petitioner's claim for promotion to the post of University Professor in accordance with law.

6. Considering the submissions of the parties, this Court finds it appropriate to direct the petitioner to file a detailed representation before the Vice-Chancellor, B.N. Mandal University, for grant of promotion to the post of University

Patna High Court CWJC No.3894 of 2026(2) dt.24-03-2026 3/3 Professor within a period of two weeks from today. Upon receipt of the same, the Vice-Chancellor, B.N. Mandal University, is directed to adjudicate the claim of the petitioner in accordance with the eligibility criteria fixed by the University. Necessary orders shall be passed within a period of two months from the date of receipt of such representation, and the benefits for which the petitioner is found entitled shall also be extended in his favour within the same time frame.

7. With the aforesaid observations and directions, the instant writ application stands disposed of.
