However, Mr. Prem Chand Yadav, Advocate submits at Bar that on record counsel for the petitioner namely, Mr. Hare Krishna Prasad, Advocate is now no more. He submits that he is ready to write a letter to the petitioner so that he may appoint any other counsel for argument.
2. Learned counsel for the State, on the other hand, submits that the pleading has already been completed.
3. Upon perusal of the record, it transpires to this
Patna High Court CWJC No.4858 of 2023(2) dt.28-07-2026 2/3 Court that the present writ petition has been filed with a limited prayer i.e. to say that the petitioner seeks his selection as Sanitary Supervisor of Gram Panchayat Raj Amarpur, on the ground that he has served as 'Swachhtagrahi' from 2017 to 2019 and priority should be given to him in selection of Swachhata Supervisor as per the guideline of Rural Development Department of Bihar. It also transpires that the petitioner has filed his representation before the Block Development Officer, Barauni, Begusarai, District Magistrate, Begusarai and the Deputy Development Commissioner, Begusarai (annexed as Annexures- 2, 3 & 4 respectively).

The ground has been taken by the learned counsel for the State that the petitioner has not applied for the post of Swachhata Supervisor, but directly filed the writ petition and as per the prayer made by the petitioner in the writ petition, it transpires that the request for appointment on the post of Swachhata Supervisor has been made.
5. Since, on record counsel for the petitioner namely, Mr. Hare Krishna Prasad, Advocate is now no more and this Court is not interested to keep this writ petition pending, therefore, liberty is hereby granted to the petitioner to file his supplementary representation before the Deputy Development
Patna High Court CWJC No.4858 of 2023(2) dt.28-07-2026 3/3 Commissioner, Begusarai (Respondent no. 3) within 30 days along with a copy of this order and he shall show the relevant documents before him that he was one of the participants who appeared in the selection process for Swachhata Supervisor according to the relevant rule. The Deputy Development Commissioner, Begusarai (Respondent no. 3) upon hearing the petitioner in person or through his counsel with other relevant persons who are working on the said post if any, shall pass a reasoned and speaking order in accordance with law, within 90 days thereafter.
6. Accordingly, with the aforesaid observation, this writ petition stands disposed off.
