She has not even been engaged on contract basis. Her work is to motivate expectant mothers to have a safe delivery in a primary health centre or a government hospital and in lieu of the same, payment is made case wise. Looking at the nature of the engagement of the petitioner, she does not come within the ambit of adjudication
