2. By way of the instant writ application, petitioner seeks promotion to the post of University Professor with effect from 27.08.2007 under the Time Bound Promotion Scheme, which remained in operation up to 20.07.2001 or under the C.A.S., which was introduced on 23.09.1995.

3. In support of the claim, learned counsel appearing on behalf of the petitioner places heavy reliance on judgment

Patna High Court CWJC No.5182 of 2023(2) dt.24-10-2024 2/2 dated 30.04.2019 of the Division Bench of this Hon'ble Court passed in L.P.A. No. 1551 of 2018 (Dr. Raghu Bansh Prasad Singh versus The State of Bihar and Others). It is further submitted that in this regard, petitioner has already filed a detailed representation before the Registrar, B.R. Ambedkar Bihar University, Muzaffarpur (Respondent No. 5) on 27.12.2022 (Annexure-4 to the instant writ application) but till date, the same has not been disposed of.

4. In view of the nature of grievance, this writ application is disposed of with a direction to the Registrar, B.R. Ambedkar Bihar University, Muzaffarpur (Respondent No. 5) to dispose of the representation which is said to have been filed by the petitioner on 27.12.2022, copy of which has been annexed as Annexure-4 to the instant writ application, in accordance with law, after hearing the parties, by a reasoned and speaking order, preferably within a period of three months from the date of receipt/production of a copy of this order.
