This is an application for grant of anticipatory bail on behalf of the above named petitioner who is apprehending his arrest in connection with University P.S.Case No. 76 of 2024 for the alleged offence under sections 191(2), 190, 126(2), 115(2), 132, 352, 324(4), 351(2) of the Bhartiya Nyaya Sanhita (B.N.S.), 2023.

3. The informant is the Registrar of Tilkamanjhi, Bhagalpur University. He made allegation against the petitioners, who are employees of the university, that they used unparliamentary language, obstructed him in discharging of his official duties, assaulted him and ransacked the office.

The learned counsel for the petitioner, by drawing my attention towards annexures (the newspaper's cuttings), has submitted that the informant himself committed indecent act with a female employee of the university. He also sat over on the files, geared by the Vice-Chancellor, which were meant to provide legitimate financial benefits to the employees.

5. On the other hand, the learned counsel for the informant has opposed the prayer for bail and submitted that the petitioner, being employee of the university, assaulted the informant, took the law in their hands, and obstructed him in discharging of his official duties.

6. The materials available with the record shows that due to act of the informant, there was rage in the employees of the university. A series of cuttings in the newspaper shows that due to act of the informant, the employees of the university were dissatisfied. The informant was removed from his office one day after the occurrence, under order of his Excellency, the Governor of Bihar-cum-Chancellor.

7. Considering the above-mentioned facts and circumstances, let the petitioners, in the event of their arrest or surrender within four weeks before the learned court below, be released on bail on furnishing bail bond of Rs. 10,000/- (Ten

No.13991 of 2025(4) dt.23-09-2025 3/3 Thousand) each with two sureties of the like amount each to the satisfaction of learned Additional Chief Judicial Magistrate-II, Bhagalpur in connection with University P.S.Case No. 76 of 2024, subject to the conditions as laid down under Section 438 of the Cr.P.C.

8. It is made clear that the petitioner will appear in the court below on each and every date fixed in the case till framing of charge.
