The grievance of the petitioner is that his agreement has been rescinded despite the fact that he has completed 90 per cent of the work.

The learned counsel for the petitioner submits that the decision to rescind his agreement is wholly arbitrary. We thus find that there is Standing Empowered Committee to consider such matters.

The petitioner is inclined to approach the said
