2. The petitioner has approached this Court for a direction to the respondent authorities for making payment of his dues amount for which a bill has been submitted by him. It is the case of the petitioner that he was entrusted with the task of repairing, colouring and greasing of ballot boxes which was to be used in all blocks of the Begusarai district in General Panchayat Election of the year 2016.

3. It has been submitted on behalf of the petitioner that the work has entrusted to the petitioner was completed and for the same, a completion certificate also was issued. Nonetheless, the amount due to the petitioner has been withheld without any reason.

4. The petitioner, under the aforesaid circumstances, is directed to make a representation before the District Officer-Cum-District Election Officer (Panchayat), Begusarai (respondent No. 4), detailing his grievances and stating in detail the amount which is due to him, within a period of six weeks from today, who, on receipt of such

Patna High Court CWJC No.4904 of 2019 dt.23-05-2019 3/3 representation, after verifying the records, shall pass a reasoned order in accordance with law within a further period of six weeks thereafter.

5. Needless to state that if the claim of the petitioner is found to be tenable, all efforts should be made by the respondent authorities to make payment of the dues amount of the petitioner. In case of paucity of funds or nonrelease of funds by respondent No. 3/the Chief Election Officer, State Election Commission, Bihar Patna, necessary communication in that regard also shall be made by respondent No. 4, so that the dues amount is paid at the earliest.

6. This Court expects that the entire exercise be completed within a period of six months from the date of the receipt/production of a copy of this order.

7. With the aforesaid observation/direction, the writ petition stands disposed off.
