2. Section 137 of Bihar Panchayat Raj Act, 2006 read with Rule 106 of Bihar Panchayat Election Rules makes a specific provision that election of a returned candidate cannot be questioned except by way of election petition, as such, this writ petition is not maintainable.

3. In view of the aforesaid, the writ petition stands dismissed.
