Patna High Court CWJC No.6662 of 1995 dt.30-04-2015 for the respondent nos. 8, 9 and 10 is present. No one has also appeared on behalf of the other respondents.

Mr. Chandra, the learned counsel for the respondents has pointed out that interlocutory application (I.A. No. 47 of 2014) has been filed on behalf of the respondents stating that the sole writ petitioner died in the year 1997 itself. It has been further stated in the said interlocutory application that no steps for substitution has been taken and there is no writ petitioner at present in this writ application. It also transpires from the order dated 01.04.2015 that Mr. Om Prakash Upadhyay, advocate has assured to this Court for filing Vakalatnama within two weeks.

As, there is no writ petitioner in this writ application, the same is dismissed as incompetent.
