1. The petitioner by way of this writ petition has prayed to quash the demand raised by the Railways for the period from September 2009 to January 2012 as demurrage charges at the rate of 4 hours per night for the petitioner's goods transported through Laheriasarai Railway Station. The petitioner has stated that there are no structural facilities at railways goods shed for loading and unloading of goods handled by the petitioner, namely, cement. The issue being raised by the petitioner is stale and
