The petitioner has filed the present writ application with a prayer to issue a direction to the respondents to pay the due benefit of second time bound promotion to him. It is submitted that the petitioner has already filed a representation in this regard before the District Programme Officer (Establishment), Siwan on 12th March, 2014.
