Patna High Court CWJC No.5400 of 2019(2) dt.27-03-2019 2/2 issued in favour of respondent Nos. 12 to 15 in respect of Jalkars, descriptions of which have been given in paragraph 1 of the writ petition itself.

The petitioner claims to be the Mukhiya of Gram Panchayat, Dumari and in that capacity this writ application is said to have been filed. The petitioner cannot claim settlement of fishery either in individual capacity or in her capacity as Mukhiya of the Gram Panchayat under Bihar Fish Jalkar Management Act, 2006.

In my opinion, the petitioner does not have any locus standi to question the issuance of Patta in respect of the Jalkars. This application is, accordingly, dismissed.
