2. Learned counsel for the State submits that for issuance of mandamus, this case is not fit at present as it is premature.

3. Upon the specific query from the learned counsel for the petitioners as to whether they have filed any representation earlier, counsel submits that liberty may be given to them to file representation before the appropriate forum.

4. Hence, in this background, this writ petition stands disposed off directing the petitioners to file their representation before the Respondent No. 2, namely, The Principal Secretary, Rural Works Department, Government of Bihar, Patna

5. It is directed that the petitioners shall file representation within four weeks from today whereupon, Respondent No. 2, namely, The Principal Secretary, Rural Works Department, Government of Bihar, Patna shall pass a reasoned and speaking order on the representation filed by the petitioners within 90 days. Since the general election of Lok Sabha, 2024 has been notified, hence, 90 days shall be counted from the day of end of general elections of Lok Sabha, 2024.
