JUSTICE ALOK KUMAR SINHA ORAL ORDER 23-04-2026 Heard learned counsel for the petitioner, learned counsel for the respondent-State and learned counsel for the B.R. Ambedkar University, Muzaffarpur.

2. With the consent of both the parties, this writ application is being disposed of at this stage itself.

3. In the present writ application, the petitioner has prayed for the grant of following reliefs:

"(i) In the nature of Mandamus for directing and commanding the concerned respondent authorities to lift the ban of different bank accounts of the College immediately so that

ii. In the nature of Mandamus for directing and commanding the concerned respondent authorities to consider the representations of the petitioner and thereafter took necessary steps for lifting the ban on different account of the college.

iii. In the nature of Mandamus for directing and commanding the concerned respondent authorities to enquire the charges levelled by the student union properly and after following the due procedure of law took a proper stand to end the dispute.

iv. For issuance of any other relief/reliefs for which the petitioner is entitled in the facts and circumstances of the instant case."

Learned counsel for the petitioner submits that for seeking the aforesaid reliefs, the petitioner has already filed a representation dated 26.01.2026 (Annexure-P/11) before the Vice-Chancellor, B.R. Ambedkar Bihar University, Muzaffarpur and the same continues to be pending. He therefore submits that an appropriate direction be issued to the Vice-Chancellor, B.R. Ambedkar Bihar University, Muzaffarpur to dispose of the pending representation of the petitioner within a fixed time frame, after giving an opportunity of hearing to the petitioner.

5. Considering the limited nature of prayer being made by learned counsel for the petitioner, this writ application is disposed of directing the Vice-Chancellor of B.R. Ambedkar

Patna High Court CWJC No.3553 of 2026(2) dt.23-04-2026 3/3 Bihar University, Muzaffarpur to dispose of the pending representation of the petitioner dated 26.01.2026 (AnnexureP/11) within six weeks from the date of receipt / production of a copy of this order by the petitioner, after giving an opportunity of hearing to the petitioner.

6. Needless to emphasize that the final order which shall be passed by the Vice-Chancellor, B.R. Ambedkar Bihar University, Muzaffarpur should be a reasoned and speaking order. In case, the petitioner is found entitled to the relief, which the petitioner has claimed through the pending representation, the same shall be extended to the petitioner within two weeks from the date of passing of the final order by the ViceChancellor, B.R. Ambedkar Bihar University, Muzaffarpur.

7. With the aforesaid observation and direction, this writ application is disposed of. All pending interlocutory application(s), if any, shall also be deemed to have been disposed of.
