JUSTICE ARVIND SINGH CHANDEL ORAL ORDER 23-04-2025 At the outset, learned counsel for the petitioner submits that this matter is squarely covered by the judgment dated 03.12.2024 passed by the Co-ordinate Bench of this Court in CWJC No. 241 of 2022 Rishi Kumar Vs. The State of Bihar & Ors. It is prayed by him that this petition may be disposed of,

Patna High Court CWJC No.5590 of 2025(2) dt.23-04-2025 2/2 directing the concerned respondent no. 2 to consider the case of the petitioner in the light of the above judgment and pass a reasoned order.

2. Considering the submission made by the counsel for the petitioner, it would be appropriate to dispose of the petition. Accordingly, this petition is disposed of, the petitioner is directed to make a fresh representation before the concerned respondent no. 2, raising all grounds which he raised in this writ petition and, in turn, the concerned respondent no. 2 is also directed to consider and decide the same in accordance with relevant rules and laws and further taking into consideration the observation made by this Court in CWJC No. 241 of 2022, Rishi Kumar Vs. The State of Bihar (supra) and pass a reasoned order as early as possible probably within three weeks from the submission of such representation.
