2. The petitioner seeks writ of mandamus to the authorities to dispose of his representation dated 19.09.2019 contained in Annexure-6 of the writ petition at the hand of respondent no. 1.
3. Learned counsel for the State submits that it is not the Principal Secretary rather the Director-in-Chief, Department
Patna High Court CWJC No.5343 of 2020(2) dt.25-04-2024 2/2 of Health, Government of Bihar, Patna, who is the competent authority to decide the issue of the petitioner, as mentioned in the representation.
4. It transpires to this Court that this writ application has been filed in the year 2020 but no counter-affidavit has been filed till date. The prayer has been made for disposal of his representation, as such, this Court feels that this case should be disposed of directing the petitioner to file fresh representation before respondent no. 2 within four weeks and respondent no. 2 is directed to pass reasoned and speaking order on the representation of the petitioner within 90 days thereafter. Since, the election is going on, therefore, the said 90 days shall be counted from the date of end of the election.
5. With this direction, the present writ application stands disposed of.
