JUSTICE JYOTI SARAN ORAL ORDER 11-05-2016 The petitioner has prayed for a direction to the respondents to make payment of the deducted 10 per cent amount of Rs. 9,38,347/- stated to be the bill for the job undertaken by the petitioner. According to the petitioner, he was allotted the job of bridge construction on the Siwan Road vide order dated 03.2.2007 but which could not be completed. According to the respondents the work remains incomplete due to the fault of the petitioner but as per the petitioner the work stands completed. Be that as it may, considering the nature of dispute raised, I deem it fit and proper to dispose of the writ petition with a liberty to the petitioner to raise his grievance before the
