It is contended on behalf of the petitioner that despite the recommendation of the Officer-in-charge of the concerned Police Station and other police authority, the matter of grant of arms licence upon the application having been filed by the petitioner in the year 2012 itself, has remained pending till date.

Accordingly, this writ application is being disposed of with a direction to the District Magistrate-cum-Licensing Authority, Begusarai, i.e., respondent no. 3, to take a decision upon the
