The issue raised in the writ application is no more res integra. This issue has been decided by the this Court in C.W.J.C. No. 1965 of 2019 and analogous cases.

Considering the decision in C.W.J.C. No. 1965 of 2019 and analogous cases the writ petition is allowed and Annexure-1 is quashed.

The consequence of quashing Annexure-1 must follow with immediate effect.
