In case the appellant has any grievance in the matter, he should first have approached the Anchal Adhikari or the statutory authority and thereafter file the writ petition. Having not done so, the learned Writ Court has not committed any error in refusing to exercise its jurisdiction. The appellant, if advised and if permissible under law, should first approach the competent statutory authority and thereafter ventilate his grievance in accordance with law. With the aforesaid observation and liberty to the appellant, we dispose of the appeal.
