Learned counsel for the petitioner submits that petitioner has already filed a representation before the respondent no.3 but till date it has not been disposed of.

Accordingly, this writ application is disposed of with a direction to the petitioner to file a fresh representation before the respondent no.5 along with a copy of this order and other documents in support of his claim within three weeks. The respondent no.3 shall dispose of the representation of the petitioners within a period of ten weeks' after affording an opportunity of hearing to the petitioner and pass a speaking and reasoned order.
