(ii) For issuance of writ/order/direction to the respondents to which the petitioner is found to be entitled to in the facts and circumstances of the case"

3. Petitioner has not arrayed contractor against whom he is making complaint. Behind the back of the concerned contractor, this Court cannot issue writ of mandamus.
