Accordingly, it is directed that the petitioner may file a representation before the respondent no. 4 within a period of four weeks from today and the respondent no. 4 shall dispose of the same by a reasoned and speaking order within a period of eight weeks thereafter considering the judgment rendered by a co-ordinate Bench of this Court dated 04.09.2015 passed in C.W.J.C. no. 14075 of 2015.
