JUSTICE AJAY KUMAR TRIPATHI) 19-01-2018 Since the decision, dated 01.12.2016, passed by the Learned Single Judge, holding that passing of departmental examination is a must, even for grant of time-bound-promotion, as has been held by a Division Bench in the case of State of Bihar Vrs. Kusheshwar Nath Pandey, reported in 2013 (1) PLJR 939, the Learned Single Judge has committed no error in dismissing the writ application.
