2. The petitioner has challenged the merit list which has been published by the respondents for selection on the post of Block Project Manager under the Bihar Panchayat Strengthening Project in collaboration with Bihar Gram Swaraj Yojna Society.

3. It is the case of the petitioner that apart from his having all the requisite qualification, he is a handicapped person as well because of deformities caused

The merit list which has been prepared and about which information has been received by the petitioner under the RTI, reflects that the reservation roster has not been followed or else seven persons would have been selected for being appointed on such post from the reserved category. If the reservation roster is properly followed, the petitioner would surely fall in the category of successful persons and his not being shortlisted is only because of the faulty preparation of the merit list.

Mr. Ravindra Kumar Singh, learned advocate appearing for the respondents submits that if the petitioner files a representation before the concerned authority, detailing his grievances and the reasons for challenging the merit list, the same shall be considered in accordance with law within a specified time.

5. The petitioner is directed to make a representation, detailing his grievances before the Principal Secretary, Panchayati Raj Department, Bihar, Patna

Patna High Court CWJC No.6188 of 2019 dt.22-04-2019 3/3 (respondent no. 2) within a period of four weeks from today, who, on receipt of the same shall consider all the facts and shall take a decision within a further period of eight weeks thereafter by a reasoned order.

6. With the aforesaid direction/observation, the writ petition is disposed of.
