Learned counsel for the petitioner is unable to satisfy this Court, as to why the petitioner did not challenge the order dated 16.04.2019 for a period of almost four years and have filed a writ petition now in 2023, while this Court notices that earlier the petitioner had approached this Court when his license was cancelled in 2016. It is, therefore, not a case where the petitioner was not having any knowledge about the legal remedies but he has deliberately and wilfully kept himself away

3. The laches on the part of the petitioner are sufficient to dismiss this writ petition. Accordingly, the writ petition is dismissed.
