2. The present writ application in the form of a Public Interest Litigation has been preferred by the petitioner for the following reliefs:-

Patna High Court CWJC No.7429 of 2026(3) dt.27-07-2026 2/3 "(i) For holding that the allegations made against the respondents as contained in this application are serious of nature and deserves a thorough enquiry/investigation in order to save public money, bring the culprit to book and maintain transparency, accountability and honesty in the matter of public works and interest.

(ii) For commanding the respondents to hold and conduct enquiry/investigation in the allegations and bring the culprits to book and safeguard the public interest.

(iii) That by this Public Interest Litigation petitioner seeks proper and fair enquiry by an competent investigating agency, of the irregularities committed in the non competition of Sewerage Network project, in Begusarai Nagar Nigam.

(iv) For commanding the state respondents to take action on the respondent nos.- 8 and 9, for their wilful negligence towards non competition of work on time which was assigned to them.

(v) To issue a writ in the nature of Mandamus for a direction upon the respondent nos. 8 and 9, to complete the rest of the Sewerage Network Project within a time frame, so that interest of public and public money could be saved.

(vi) To issue an appropriate writ/writs, order/orders, direction/directions upon the respondents to ensure that the culprits of scam should be punished and the matter should be taken to its logical conclusion.

(vii) Any other relief or reliefs for which the petitioner is legally and validly entitled in the facts and circumstances of the case."

3. Upon perusal of the pleadings and materials brought on record, this Court finds that the present PIL has been instituted merely on the basis of newspaper publication. Except for the newspaper report, no supporting material or cogent documentary evidence has been placed on record to substantiate the allegations made in the writ petition. The averments contained therein are vague, general in nature and do not disclose any factual foundation warranting the exercise of the extraordinary jurisdiction of this Court.

4. In the aforesaid circumstances, this Court finds no merit in the present writ application.

5. Accordingly, the present writ application stands dismissed.

6. Pending application(s), if any, shall also stand disposed of.
