The petitioner seeks pre-arrest bail in connection with Manjhi P. S. Case No. 19 of 2015 registered under Sections 341, 323, 307, 324, 427 and 380/34 of the Indian Penal Code. Regard being had to the fact that though the alleged occurrence is said to have taken place on 16th December, 2014, the complaint was filed on 24th December, 2014 and there is no reasonable explanation for eight delay caused in filing the complaint which was referred to the police under Section 156(3) of the Code of Criminal Procedure, in the event of arrest or surrender before the court below within six weeks from today, the
