JUSTICE JYOTI SARAN ORAL ORDER 20-06-2016 Heard Mr. Prabhat Ranjan, learned counsel appearing for the petitioner and learned counsel for the State. Learned counsel for the petitioner submits that the Rule in question, the validity whereof is being questioned in the present proceeding has been approved by the cabinet and has taken the shape of statutory rules which requires to be questioned in a duly constituted writ petition before the Division Bench. He accordingly seeks permission to withdraw this writ petition to move the appropriate Bench by filing a proper writ petition.

The writ petition is accordingly disposed of with the liberty so prayed.
