2. With the consent of the parties, this writ application is being disposed of at this stage itself.

3. In the present writ application, the petitioner has prayed for the grant of following reliefs:

(i) direction to incorporate/add the words "under UGC Regulation 2009" in the impugned Ph.D. Notification No. C/2883 dated 08.12.2021 (Annexure-P-22 at page- 64 of the writ petition) of the Petitioner issued by the Baba Saheb Bhimrao Ambedkar Bihar University, Muzaffarpur and for issuance fresh corrected Ph.D. Notification No. C/2883 dated 08.12.2021 and original Ph.D.certificate mentioning "under UGC Regulation 2009" to the Petitioner pursuant to the decision of the Examination Board, BRA Bihar University, Muzaffarpur communicated vide Letter No. CE/1420 dated 03.08.14 (Annexure-P-11 at page-49 of the writ petition).

(ii) direction to allow the Petitioner for guest teacher/recourse person for the Fish and Fisheries in the Baba Saheb Bhimrao Ambedkar Bihar University, Muzaffarpur pursuant to Letter No. B/539 dated 28.03.2012. (Annexure-P-4 at page-35 of the writ petition).

(iii) direction for payment of remuneration of 18 classes of final year forth batch of M.Sc. (Fish and Fisheries), Baba Saheb Bhimrao Ambedkar Bihar University, Muzaffarpur as resource person. (iv) direction to establish independent the Fish and Fisheries Department, in the Baba Saheb Bhimrao Ambedkar Bihar University, Muzaffarpur pursuant to the Hon'ble Chancellor vide Memo No. BU(Regulation)-33/2014 GS(I) dated 14.08.2015 (Annexure-P-13 at page-51 of the writ petition).

3/4 (v) grant any other relief to the Petitioner which Petitioner is entitled in the facts and circumstances in this case.

After advancing some argument, learned counsel for the petitioner submits that for seeking the aforesaid reliefs, the petitioner is prepared to file a fresh representation before the Vice-Chancellor, Baba Saheb Bhimrao Ambedkar Bihar University, Muzaffarpur (respondent no. 2). He, therefore, prays that an appropriate direction be issued to the Vice-Chancellor of the respondent-University (respondent no. 2) to consider and dispose of the representation of the petitioner within a fixed time frame, after giving an opportunity of hearing to the petitioner and other concerned parties.

To the aforesaid submission being made by learned counsel for the petitioner, learned counsel appearing for the respondent-University, learned counsel appearing for the respondent-State and learned counsel appearing for the respondent-Bihar State University Service Commission do not have any objection.

Considering the limited nature of prayer being made by learned counsel for the petitioner, this writ application is disposed of granting liberty to the petitioner to file a fresh representation before the Vice-Chancellor, Baba Saheb Bhimrao Ambedkar Bihar University, Muzaffarpur (respondent no. 2)

4/4 within two weeks from the date of this order. If such a representation is filed, the same shall be heard and disposed of within a period of six weeks from the date of filing of the representation, after giving an opportunity of hearing to the petitioner.

7. Needless to emphasize that the final order which shall be passed by the Vice-Chancellor of the respondent-University (respondent no. 2) should be a reasoned and speaking order. In case, the petitioner is found entitled to the relief which the petitioner would be claiming through the representation, the same should be extended to the petitioner within a further period of four weeks from the date of passing of the final order by the ViceChancellor of the respondent-University (respondent no. 2).

8. With the aforesaid observation/direction and liberty granted, this writ application is disposed of. All pending interlocutory application(s), if any, shall also be deemed to have been disposed of.
