1. The public interest litigation is filed for multifarious reliefs. The petitioner seeks that the State, through its concerned Departments make policies to stop migration of people from Bihar for work, education, health etc., and to ensure protection of the migrants from Bihar living at different parts of India and ensure engagement of the skilled and unskilled labour within the State of Bihar itself and also enable the people of Bihar to live with dignity

Patna High Court CWJC No.6261 of 2023 dt.29-04-2023 2/2 in the other States. We have to first notice that migration is at the option of the citizen and the allegation of migration being only by reason of lack of infrastructural facilities is not at all substantiated. The provision of work to all skilled and unskilled labour, though is an ideal situation, is a matter of policy which the State has to strive to reach after deciding upon the priorities, which a welfare State is bound to extend to the public. The further statement made by the 'Biharis' being subjected to discrimination all over India again, is a mere allegation without any substantiation.
