JUSTICE MOHIT KUMAR SHAH ORAL ORDER 16-12-2024 The present writ petition has been filed seeking the following reliefs:- "1(A). To make changes to the flawed revised Master Plan (Redevelopment) dated 17.02.2023 proposed for Bazaar Samiti campus at Ara (hereinafter called as "the Site") in order to ensure construction of basic amenities and proper lane /roads within the site for smooth and seamless running of the Bazaar Samiti, overlooked by the state authorities, despite several requests and representations made to them in this regard.
(B). To consider the representation dated 05.02.2024, made by the Vyavsayik Sangh, Bazar Samiti Prangan, Ara, to the Secretary, Agriculture Department, Government of Bihar, Patna and the representation dated 05.02.2024 made to the Managing Director, Bihar State Bridge Corporation Limited, Patna, Bihar, as also the representation dated 07.02.2024 made to the Sub-Divisional Magistrate, Sadar Ara-cumAgricultural Officer, Ara, Bihar, wherein the petitioners, being aggrieved by the flawed and insufficient site plan, who are the shop/godown owners, have clearly highlighted their grievances to the State Authorities.

To create a consultation process between the State Authorities and the petitioners, who are better aware of the practical hardships faced at the market on daily basis by constituting an empowered committee for taking a "final and reasoned decision" in a time bound manner."

At the outset, the learned counsel for the petitioners seeks liberty on behalf of the petitioners to approach the Managing Director, Bihar State Bridge Corporation Limited, Patna, Bihar, i.e. the Respondent No. 2, for redressal of their aforesaid grievances, by filing appropriate representation. Liberty, so sought, is granted.

It is needless to state that in case, the petitioners approach the Respondent No. 2, by filing appropriate representation, within a period of two weeks from today, the same shall be disposed off, by a reasoned and a speaking order, in accordance with law, within a period of six weeks, thereafter. 4.
Accordingly, the writ petition stands disposed off on the aforesaid terms.
