Perused the records. It transpires that this writ application stood dismissed as against the substituted heirs of the deceased respondent nos.10 (a) to 10 (e) for non-compliance of the order of this Court. Mr. Bindhya Keshari Kumar Singh, the learned senior counsel for the respondents has submitted that the respondent no.10 was a necessary party to this writ application. In view of the aforesaid facts and submissions, proceeding further with this writ application, in absence of the heirs of the respondent no.10, may result in inconsistent order. As such, this writ application is dismissed as
incompetent.
