In view of the aforesaid submission this writ petition is disposed of as withdrawn with liberty to the petitioners that they shall file an appeal before the concerned authority preferrably within a period of 30 days from today. 3 . If such appeal is filed within the said stipulated period the same shall be disposed of by a reasoned and speaking order in accordance with law after hearing the parties.
