Claim in the writ petition is for promotion of the petitioner from Private Secretary Cadre to the post of Under Secretary. Spelling out the details of his services including assertion of fulfilling the requirement of Kalawadhi and other requirements, petitioner has asserted his claim for promotion before the Chairman -cum- Managing Director as well as Director of the Bihar State Power (Holding) Company on 30.01.2014.
