In view of the information contained in Para-6 of the impugned order passed by the State Appellate Authority, the issued involved in the Appeal No. 405 of 2018 filed by the petitioners before the State Appellate Authority has already been decided in Analogous Appeal No. 421 of 2018 by the State Appellate Authority vide order dated 25.11.2019 and as such, the issued involved in the Appeal No. 405 of 2018 is covered by the said judgment.

4. I find that the District Programme Officer, Nalanda and the District Education Officer, Nalanda have not been able
