JUSTICE SUDHIR SINGH ORAL JUDGMENT (Per: HONOURABLE THE CHIEF JUSTICE) Date: 23-03-2017 Apart from the fact that there is inordinate unexplained delay in filing the appeal under Clause-10 of the Letters Patent, the learned Writ Court found that in the matter of appointment of Block Teachers, which relates to the year 2008, now no appointment can be made in view of the changed circumstances and the writ petition has been dismissed.

In doing so, we see no error committed by the learned
