Writ application has been filed for a direction upon the respondents to pay to the petitioner his emoluments by virtue of the fact that initially he was appointed as a Panchayat Shiksha Mitra and then he became a Panchayat Teacher.

A counter affidavit on behalf of the State has been filed, in which a stand has been taken that the petitioner does not have a valid degree and supposed to have a degree from Hindi Vidyapeeth, Deoghar, which is not a recognized degree, for which a notification, contained in Annexure-A, dated 25.08.2008 has been annexed.
